Implementation of External Evaluation System for Summative Assessment-I (SA-I) & Summative Assessment-II (SA-II)

In order to strengthen the credibility of the assessment system and ensure objectivity, transparency, impartiality, uniformity, accuracy, and accountability in answer script evaluations, the School Education Department has introduced an External Evaluation System for SA-I and SA-II examinations[span_0](start_span)[span_0](end_span).


1. Overview of the Evaluation Process

Under the new system, examinations will continue to be conducted at the school level[span_1](start_span)[span_1](end_span). However, answer scripts will no longer be evaluated by subject teachers within their own school[span_2](start_span)[span_2](end_span). Instead, they will be collected on the same day and sent to the Mandal level for external evaluation by teachers from other schools[span_3](start_span)[span_3](end_span).


2. Key Duties & Responsibilities by Role

A. Role of the Headmaster (School Level)

  • Overall supervision and secure management of the examination at the school level[span_4](start_span)[span_4](end_span).
  • Conducting examinations as per schedule and maintaining discipline[span_5](start_span)[span_5](end_span).
  • Collection and class-wise/subject-wise arrangement of answer scripts[span_6](start_span)[span_6](end_span).
  • Reconciliation of answer script count with student attendance[span_7](start_span)[span_7](end_span).
  • Properly sealing covers with prescribed identification details[span_8](start_span)[span_8](end_span).
  • Handing over sealed covers to the Mandal Resource Centre (MRC) on the same day[span_9](start_span)[span_9](end_span).

B. Role of the Mandal Educational Officer (MEO)

  • Receipt, verification, and issuance of acknowledgements for sealed answer script packages[span_10](start_span)[span_10](end_span).
  • Maintaining a receipt register and ensuring secure custody of intact packages[span_11](start_span)[span_11](end_span).
  • Establishment and management of the Mandal Evaluation Centre[span_12](start_span)[span_12](end_span).
  • Appointment of Evaluation In-charges and qualified evaluators[span_13](start_span)[span_13](end_span).
  • Monitoring evaluation progress and ensuring timely online mark entries[span_14](start_span)[span_14](end_span).

C. Role of the Evaluation In-Charges

(Two In-charges per mandal: One for Primary/Upper Primary and one for High Schools)[span_15](start_span)[span_15](end_span)

  • Receiving sealed answer scripts and supervising the unsealing process[span_16](start_span)[span_16](end_span).
  • Assessing total scripts and determining evaluator requirement to complete evaluation within 3 to 5 days[span_17](start_span)[span_17](end_span).
  • Ensuring evaluators are not assigned answer scripts from their own school[span_18](start_span)[span_18](end_span).
  • Briefing evaluators on marking schemes and monitoring evaluation quality[span_19](start_span)[span_19](end_span).
  • Ensuring proper mark totaling and submitting completion reports to the MEO[span_20](start_span)[span_20](end_span).

D. Role of Evaluators

  • Selected based on subject qualification, teaching experience, workload, and availability[span_21](start_span)[span_21](end_span).
  • Evaluating scripts accurately following the provided marking scheme[span_22](start_span)[span_22](end_span).
  • Completing evaluations strictly within the stipulated 3 to 5 day timeline[span_23](start_span)[span_23](end_span).

E. Role of the District Educational Officer (DEO)

  • Preparation of the overall district implementation plan[span_24](start_span)[span_24](end_span).
  • Reviewing mandal-wise completion progress and resolving operational issues[span_25](start_span)[span_25](end_span).
  • Inspecting evaluation centres and obtaining compliance reports from MEOs[span_26](start_span)[span_26](end_span).
  • Ensuring accurate verification and timely online entry of marks[span_27](start_span)[span_27](end_span).

3. Evaluation Centre Requirements

The MEO must establish a secure evaluation centre accessible only to authorized personnel[span_28](start_span)[span_28](end_span). Required amenities include:

  • Adequate seating, lighting, ventilation, toilets, and drinking water[span_29](start_span)[span_29](end_span).
  • Secure storage facilities for answer scripts[span_30](start_span)[span_30](end_span).
  • Tables, chairs, stationery, and physical registers/forms[span_31](start_span)[span_31](end_span).
  • Computer and data-entry facilities with internet connectivity[span_32](start_span)[span_32](end_span).

4. Online Entry of Marks

  • Compilation of marks subject-wise and class-wise after evaluation and verification[span_33](start_span)[span_33](end_span).
  • Cross-checking physical award records against digital entries[span_34](start_span)[span_34](end_span).
  • Online entry completed on the same day wherever practicable[span_35](start_span)[span_35](end_span).
  • Immediate reconciliation of any discrepancies between physical and online records[span_36](start_span)[span_36](end_span).

5. Remuneration & Budget Provisions

A. Evaluation Remuneration Rates

  • Primary Level: ₹2/- per answer script[span_37](start_span)[span_37](end_span).
  • High School Level: ₹3/- per answer script[span_38](start_span)[span_38](end_span).

B. Camp Operating Expenses

  • Mandal Evaluation Camp Fund: Lump-sum allocation of ₹10,000/- per camp per mandal[span_39](start_span)[span_39](end_span).
