New Employees Health Scheme (NEHS) Implementation Guidelines
1. Coverage of Beneficiaries
- Serving Employees: All regular State Government employees, provincialized local body employees, Aarogya Bhadratha (Police), and Aarogya Sahayatha (Prohibition & Excise).
- Retired Employees: Service pensioners, family pensioners, and re-employed service pensioners.
- Dependants: Covers eligible dependant family members as per existing Government Orders.
2. Key Operational Features
- Digital Enrolment: Managed through the official NEHS mobile app and web portal integrated with IFMIS for seamless validation.
- Health Cards: Digital Health Cards with QR codes will be generated. Existing Employee/Pensioner ID numbers remain valid until new cards are issued—no treatment will be denied due to pending card issuance.
- Cashless Facility: End-to-end cashless outpatient (OP) services via Wellness Centres and inpatient (IP) services at empanelled hospitals.
3. Financial Coverage & Approval Hierarchy
Coverage: ₹3.00 Lakhs per episode of illness with no ceiling limit on total episodes. Continuous cashless coverage applies even if treatment exceeds ₹3.00 Lakhs.

4. Hospital Room Accommodation Entitlement

5. Scheme Financing & Contributions
- Beneficiary Contribution: 1.5% of Basic Pay / Basic Pension per month deducted at source by DDO/PPO/STO.
- Spousal Rule: If both spouses are eligible employees/pensioners, deduction from one spouse is sufficient upon submitting a declaration.
- State Government Matching Contribution: An equal matching 1.5% contribution is transferred directly to the EHCT Trust Fund Account monthly.
6. Expansion of Wellness Centres
The total number of Wellness Centres will increase to 37 (12 existing + 25 new centres) ensuring presence across all 33 districts of Telangana. These centres provide free OP consultation, diagnostic tests, and chronic disease medications.
